Mercy Way bridge and corridor improvements

The City of Bella Vista, Arkansas is seeking letters of interest from qualified consulting firms for the design of the expansion of Mercy Way bridge and corridor improvements from U.S. Highway 71 to Dartmoor Road in Bella Vista, Arkansas.

The work will generally consist of providing surveys, environmental studies, geotechnical studies, hydraulic studies, roadway and bridge design and plans, and right of way plans. This project includes federal-aid funds and all work will be reviewed and approved by the Arkansas State Highway and Transportation Department (AHTD). All work and contract requirements shall conform to requirements of the Federal Highway Administration, AHTD and the City.

A letter of interest, together with primary contract information and Architect-Engineer Qualifications Standard Form 330 Parts I and II should be addressed to Christopher Suneson, PLA, AICP, Director of Community Development Services, City of Bella Vista, 616 W. Five (5) sets of paper responses and a copy in PDF format on a Compact Disc (CD) must be received no later than 12 p.m. (CDT) on Friday, July 28, 2017. Any responses received after this deadline will not be considered.

After a review of all letters of interest received, selected firms will be furnished a scope of work and requested to submit proposals for accomplishing the work. Final selection is anticipated following the selection committee meeting on or before September 1, 2017.

This advertisement and any resulting contract shall be governed by and construed in accordance with the laws of the State of Arkansas. Any proceeding relating to any cause of action of any nature arising from or relating to this advertisement or contract may be brought only before the appropriate forum in Benton County, Arkansas. All information received by the City regarding this advertisement is restrictive and will not be available before final contract execution of the project.

Dartmoor Road pedestrian hybrid beacon

The City of Bella Vista will accept sealed bids for furnishing all materials, labor, tools and equipment needed for the construction of a project identified as the Dartmoor Road Pedestrian Hybrid Beacon, Alta Job #2014-296. The purpose of the project is to construct a safe and pedestrian-friendly crossing connecting the parent parking area to Cooper Elementary across Dartmoor Road. The project includes, but is not limited to the following types of work: site improvements, poles and foundation work, signals, sign, detectors, electrical work, concrete sidewalks, installment of pavement markings and ground mounted signage, and maintenance of traffic.

Copies of the CONTRACT DOCUMENTS, consisting of the Advertisement for Bids, Instructions to Bidders, Bid and Bid Bond, Agreement, General Conditions, Supplementary Conditions, Payment Bond, Performance Bond, Maintenance Bond, Drawings, Specifications, and Addenda, will be provided to the Bidders at a cost of $35 per drawing set and can be picked up at Alta Planning + Design, 525 S. School, Ste. 210, Fayetteville, AR 72701 after 2 p.m. July 10, 2017. Bids submitted using specifications and contract documents obtained from any other source that the one listed will be subject to rejection.

Sealed bids will be received at the City of Bella Vista, attention Chris Suneson, 616 W. Lancashire Blvd. Bella Vista, AR 72715 until 2 p.m., July 31, 2017. At that time, bids received will be opened and read publicly. Bids received after the indicated date and time will be rejected. Bid security, as defined in the Instruction to Bidders, in the amount of five percent (5%) of the Bid amount must accompany the submitted bid.

Bidders shall make such inspection and studies of the site of the work as to familiarize themselves with all conditions to be encountered. The trail layout may be subject to change pending field conditions since a ground topo was not available for the design.

The City of Bella Vista hereby notifies bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standard Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.

A contractor’s license is not required to submit a bid. However, a contractor’s license is required at the time the contract is executed.

The successful Bidder will be required to furnish a Performance Bond and Payment Bond, each of 100 percent (100%) of the contract amount, as security for the faithful performance of the work and the payment of all bills and obligations arising from the performance of the work.

No bids may be withdrawn after the scheduled closing time for the receipt of bids for at least sixty (60) days. The City of Bella Vista reserves the right to accept any bid or bid alternate, to reject any or all bids, or to waive any informalities in bids received where such acceptance, rejection or waiver is considered to be in the interest of the City of Bella Vista.
